I checked netstat, other processes running, firewall and changed httpd.conf, stopped antivirus, But all my efforts were in vain. :( So finally the solution was to stop the IIS. Grant the newly-created user a privilege of Log on as a service and Act as part of the operating system. once the service is installed it must be started: httpd -k start If nothing else, just set the ServerName in httpd.conf to localhost long enough to get the service installed. I don't want to just uninstall it because I do other work that I require IIS for.
I found another culprit. Errors reported here must be corrected before the service can be started. It is well worth checking (or even reverting to a blank copy) your httpd-vhosts.conf file for any errors and typo's.
Possibly something wrong with it's config files. If it is not started, context click the Service>Start.
