Uninstalling windows to install another version is also a common reason but the fix is just easy. The posts I have seen here suggest that I download Window > Live Mail instead of fixing this error. Eventually I discovered a KB article relating to Internet Explorer 5 personalized settings, which was when Microsoft introduced this method of installation.
The strange thing is that Windows Mail is not even available on Windows 7. Restore to a previous date does not work. The Personalized setting box and setup completes. The box closes to an emtpy blue screen with an active mouse. I let it run for a couple of hours and it does back up. Microsoft discontinued it after Vista in favour of Windows Live Mail.
