It seems libnss-ldap disregards the sequences given in nsswitch.conf when the server cannot be reached at all. I tried playing with the PAM configuration, but couldn't get this working.
Added initscript to call nssldap-update-ignoreusers on shutdown. That way the query fails immediately because it doesn't have to do a hostname lookup. LDAP (non-TLS) is working I have setup an LDAP server, where i authenticate my users.
