In my case, the icon of KERNEL32.DLL was slightly red tinted. We both got our systems to work with ATI/AMD only or NVIDIA only (and even Intel only) but ATI/AMD mixed with anything else got the error.
Seems odd that I never had a problem until then, but it could be coincidental. I searched my computer for the files that are in the screenshots I provided and they all exist in my computer in the appropriate places.
